Mr. Bagiire Vincent Waiswa

Permanent Secretary

Vincent is a thought leader in the ICT field in the region and internationally, having worked in the sector since 1998. He holds an MBA (Hons), Glasgow Caledonian University, MSC (Hons) in Macroeconomics, University of Bradford, Bsc Computing and Information Technology, University of Derby and a Bachelor of Laws from the Robert Gordon University, Aberdeen.

Formerly the Chief Executive Officer, Bridges.org a Washington DC based IT policy not-for-profit has served as the Permanent Secretary, Ministry of ICT and National Guidance. 

Prior to joining the Ministry of ICT and National Guidance, he was a Member of Parliament and Chairperson, Parliamentary Sessional Committee on Information and Communication Technology.

He established the Center for International ICT Policy for East and Southern Africa (CIPESA) in Uganda. He is an Ashoka Fellow for life, Archbishop Desmond Tutu Leadership Fellow and an alumni of the Young Global Leadership Programme of World Economic Forum.

He has also attended professional courses at Said Business School and Blavantnik School of Government at the University of Oxford and Internet Governance at the Diplo Foundation.

Additionally, he has attended a Leadership Course at Wits University in South Africa, Public Policy Economics at both the Lee Kuan Yew School of Public Policy and the University of Oxford, Emerging Technologies at the World Economic Forum and Regulatory Affairs at the International Center for Parliamentary Studies in London.
