REPORT ON THE MOU AND JOINT COMMUNIQUE SIGNED BY HON. IRENE MULONI MINISTER OF ENERGY AND MINERAL DEVELOPMENT OF UGANDA AND HON. INGELO IFOTO MINISTER OF ENERGY AND WATER RESOURCES OF DRC

Hon. Irene Muloni Minister of Energy and Mineral development was in Kinshasa DRC to meet her counterpart Hon. Ingela Ifoto Minister of Energy and water resources for a two days meeting on the development of power interconnection between Uganda and DRC.

Hon. Ingela Ifoto was accompanied by the Minister of Hydrocarbons and Minister of Cooperation while accompanied by Ministry of Energy Senior officials and the Charge' D'Affaires of Uganda Embassy in DRC.

Hon Muloni and her counterpart signed an MOU and a joint communique to cement the cooperation between Uganda and DRC in the connection of Nkenda in Uganda (72.5km) and Beni(65.5km)-Bunia(46.9km) - Butembo(167.3km). The line will cover 352.2 KM in length.

The MOU signed was as a result of the expressed will of H.E. President Yoweri Museveni of Uganda and H.E. Joseph Kabila of DRC at the signing of the of the Ngurdoto agreement.  Where both countries agreed to develop, economic projects and Integration Projects for the Northern Corridor in order to fast-track cross-border interconnections and electricity trade. 

In her remarks, Hon. Muloni said that once the line is developed, it will provide transmission capacity for Grid interconnection between both countries, Serve as an interconnection to the East African Community Power Pool, the Southern African Power Pool and the Great lakes States Grid, which will strengthen and promote regional Cooperation through sharing of power generation resources by providing adequate transmission infrastructure to facilitate power trade between both countries and in the region and will improve reliability and Security of power supply on the interconnected grids.

The project will be funded by the African Development Bank at $150M while both States further support the launching of other initiatives concerning future projects in the Electric Power sector.

The parties agreed to:

  • To pursue technical and economic cooperation in the energy sector, based on equity and mutual benefits between the two countries.
  • To jointly develop electricity projects in the energy sector in order to promote cross-border trade and regional cooperation.
  • Strengthen cooperation in the Nile Basin Initiative (NBI) and its Nile Equatorial Lakes Subsidiary Action Program (NELSAP) for the development of their respective energy resources, which will contribute to Economic development and prosperity in both countries.
  • To formulate and develop programs and projects for the use of their energy resources in a coordinated and sustainable manner.
  • To accelerate electrical interconnection and cross-border electrification in order to facilitate energy trade, and in particular the full implementation of the Uganda Transmission Line (Nkenda) - Democratic Republic of  Congo (Beni - Butembo - Bunia) of 400Kvto communities  for economic, social and domestic use along the border of both countries; in order to improve their living conditions and socio-economic development.
  • To promptly set up the Steering Committee as well as the Technical Committee which will lead the implementation of the project.
  • In  other fields where both countries possess potentialities, they agreed to work together to transform these potentials into wealth for the well-being of their respective peoples.
  • And to further friendly and mutually sincere way in order to promote the already-existing friendly relations between the two countries.
